PROBLEM TO BE SOLVED: To provide a monitoring system capable of automatically starting a monitoring operation without malfunction, and a monitoring method.SOLUTION: The monitoring system includes: a detection device for detecting a body motion of an object person in the bed to be monitored and outputting a signal corresponding to the detected body motion； a transmission device which is installed in an institution where the object person is located, inputs the signal outputted by the detection device and transmits the inputted signal； and a monitoring device which receives the signal transmitted by the transmission device and starts monitoring the object person in the bed on the basis of the received signal.
