A method is provided for increasing nitrogen utilization efficiency in a plant comprising transforming a plant cell with an expression vector comprising a nucleic acid molecule that comprises a nucleotide sequence that encodes an amino acid sequence that is at least 95% identical to the sequence set forth in SEQ ID NO: 31 and growing from said plant cell a transformed plant in which said nucleotide sequence is expressed.
