The power source circuit (30) is provided with a rectifier circuit (31), a power limiting circuit (40), an external output circuit (50), and a charging circuit (60). The power limiting circuit (40) performs power limiting together with the control unit (20). In the power source circuit (30), i) when current is limited on an external output circuit (50) side, current to a charging circuit (60) side is given priority, and charging is therefore given priority, and ii) when current is limited on the charging circuit (60) side, current to the external output circuit (50) is given priority, and output to the outside is therefore given priority.
