PROBLEM TO BE SOLVED: To provide a device for producing only required amount of various gas-dissolving water having a concentration higher than that of a conventional one and suitable for raising plants and supplying the water to a plant body, and to provide a method for raising plants using high-concentration gas- dissolving water produced by the device. SOLUTION: This device for raising plants has a permeable membrane module comprising while passing raw water through one side of a permeable membrane which lets only vapor but no liquid pass through, supplying one pressurized gas selected from CO2 , O2 , and N2 from the other side of the permeable and dissolving the gas in the raw water to a given concentration. Raising of plants is promoted through supplying various gas-dissolving water obtained by the device to a plant body.
