The present invention relates to a cypress fermented essential composition including a carboxy-generating substance for improving blood flow and treating acne, and a method for manufacturing the same. More specifically, the present invention relates to a cypress fermented essential composition including a carboxy-generating substance for improving blood flow and treating acne which is manufactured by fermenting an active ingredient extracted from the cypress leaf. The method for manufacturing the composition, according to the present invention, comprises the steps of: preparing the cypress leaves； hot water-extracting, ethanol extracting, microwave treating, or supercritical extracting the prepared cypress leaves to concentrate under reduced pressure； and fermenting the cypress extract concentrated under reduced pressure in Lactobacillus fermentum, Lactobacillus brevis, Lactobacillus plantarum, or Aspergillus niger.본 발명은 혈류 개선과 여드름 치료를 위한 카복시 발생 물질을 포함하는 편백 발효 기초 조성물 및 이를 제조하는 방법에 관한 것이고, 구체적으로 편백 잎으로부터 추출된 유효 성분을 발효시켜 제조된 혈류 개선과 여드름 치료에 유용한 카복시 발생 물질을 포함하는 편백 발효 기초 조성물 및 이를 제조하는 방법에 관한 것이다. 본 발명에 따른 조성물의 제조 방법은 편백 잎을 준비하는 단계； 준비된 편백 잎을 열수 추출, 에탄올 추출, 마이크로웨이브 처리 또는 초임계 추출을 하여 감압 농축하는 단계； 및 감압 농축이 된 편백 추출물을 락토바실리우스 퍼멘타럼, 락토바실리우스 브레비스, 락토바실리우스 플랜타럼 또는 아르페르길루스 니게르에서 발효시키는 단계를 포함한다.
