PROBLEM TO BE SOLVED: To provide an image display device and an image display method which facilitate an operation for laying out a medical image and changing the number of dividing a layout frame and the size of the layout frame by visualizing a change in a layout while performing an operation for arranging the medical image in a display area.SOLUTION: An instruction position (region division) by a mouse, a layout frame 31b to be used, and the arrangement position of a medical image are associated with one another and are previously stored as layout information in a storage device. When a thumbnail image selected by the mouse is subjected to a drag operation into a medical image display region 52, a CPU displays a layout frame 31b corresponding to the position of a mouse cursor 4 on the basis of the layout information.
