The present invention relates to a two-wire controlling and monitoring system for in particular irrigation of localized areas of soil. The system comprises a water pipeline (222) providing water to the localized areas of soil. A first plurality of controllable irrigation valves (232) are connected to the water pipeline for providing watering or non-watering of the specific area of the localized areas of soil. A second plurality of field sensors are positioned at specific areas of the localized areas of soil provide specific irrigation parameters. The system further comprises a third plurality of localized irrigation control units (202). Each localized irrigation control unit comprises a sensor decoder (224) for providing power to the second plurality of field sensors. The sensor decoder records the specific irrigation parameters from the second plurality of field sensors. Each of the localized irrigation control units further comprise a wireless communication unit for communicating with a portable communication device (234).
