PROBLEM TO BE SOLVED: To provide a cylindrical reel seat for a spinning reel which applies small load on a wrist and achieves comfortable fishing for a long time even when the reel seat is gripped in a gripping method appropriate for suppressing front/rear oscillation of a fishing rod, and to provide a fishing rod.SOLUTION: A cylindrical body non-movably mounted externally on a rod body 1 is formed so as to be swollen to a radial direction outer side on a portion on a radially opposite side to a reel leg placement face 10 on which a reel leg 2 is placed. A swollen peak part 11 swollen to a radial outermost side is located at an ankle corresponding position corresponding to and on a radial opposite side to an ankle part 4 of the reel leg 2 or at a rear side position with respect to the ankle corresponding position. A right/left direction thickness of the body part reduces in a reverse taper shape toward a rear side from a position of an opening 74a of a fixing hood 74 to a position of the swollen peak part 11.
