The present invention provides a cervical vertebrae fixing device comprising: a latch unit having at least a pair of accommodation grooves neighboring to each other, having one or more expansion grooves extended in the outer circumferential side direction of a plate from an inner wall surface of each of the accommodation grooves, including a protrusion protruding in a central direction of the accommodation grooves on the expansion groove, and including a hanging projection protruding from the top of the protrusion a first separation groove and a second separation groove formed in a long hole shape on both sides of the latch unit to penetrate through the plate and a tension adjusting unit for applying external force through forward rotation or backward rotation with respect to a first latch unit disposed in a first expansion groove among latch units, in which the first expansion groove among expansion grooves is formed toward the longitudinal virtual central point of the plate on the accommodation grooves and disposed between the accommodation grooves. The protrusion of the latch unit and the hanging projection part formed thereon are temporarily separated by the head of a screw entering the accommodation grooves and are re-pulled to be firstly fixed by making the head of the screw hung on the hanging projection. The head of the screw fixed between the accommodation grooves is secondly fixed between the hanging projection and the protrusion by external force applied from the tension adjusting unit.
