PROBLEM TO BE SOLVED: To provide an emulsion composition for hair dressing agents capable of dressing hair without stickiness, causing no unnatural glitter peculiar to oil, giving natural texture light finish, and excellently redressing hair in comparison with conventional emulsion type hair dressing agents containing a great amount of oil and the like.SOLUTION: The emulsion composition for hair dressing agents includes: (A) silicic anhydride and/or hydrophobized silicic anhydride (B) at least one selected from the group consisting of wax, hydrocarbon, fatty acid ester oil and silicone oil (C) a surfactant and (D) water.
