PROBLEM TO BE SOLVED: To provide a radiation image converting panel having a simplified manufacturing process.SOLUTION: A radiation image converting panel 2 comprises: a first scintillator 18A and a second scintillator 18B. The second scintillator 18B includes: a columnar portion 34B formed by a group of columnar crystals to which crystals of fluorescent compositions grow in columnar shapes and a non-columnar portion 36B that is continuous with the columnar portion 34B and has a porosity greater than 0 but less than a porosity of the columnar portion 34B while being formed by the crystals of the fluorescent compositions. The non-columnar portion 36B of the second scintillator 18B is interposed between columnar portions of the first scintillator 18A and the second scintillator 18B.
