PROBLEM TO BE SOLVED: To provide an emulsified makeup cosmetic which has improved sticky feeling and improved hardness of a cosmetic film after finished, and has excellent makeup retention with the lapse of time.SOLUTION: An emulsified makeup cosmetic blends following components (A)-(C): (A) a composite polymer emulsion which is an aqueous emulsion obtained by performing emulsification dispersion of a mixture mixing an urethane prepolymer (a) containing an isocyanate group and a carboxyl group and a polymerizable monomer (b) containing a (meta) acrylic acid ester monomer, and polymerizing the (b) components in the emulsion； (B) a partial crosslinked type organopolysiloxane polymer； and (C) an oleophilizing powder.
