The present invention relates to a low-temperature fermentation-type apparatus for manufacturing red ginseng or black ginseng and a method for manufacturing red ginseng or black ginseng by using the same wherein, more specifically, red ginseng or black ginseng from which an ingredient such as saponin has not been volatilized or destroyed can be manufactured.
