PROBLEM TO BE SOLVED: To provide a composition in which the appearance of emulsion is transparent or slightly translucent, preferably transparent in the form of nano- or micro-emulsion, and which can furthermore enhance or improve permeation of a ceramide compound into keratinous substance such as skin.SOLUTION: The present invention relate to a composition of the form of nano or microemulsion which contains: (a) at least one kind of oil； (b) at least one kind of nonionic surfactant whose HLB value is 8.0 to 14.0, preferably 9.0 to 13.5, more preferably 10.0 to 13.0； (c) at least one kind of ceramide compound, (d) at least one kind of compound selected from vitamin B3 and a derivative thereof, and (e) water.
