The present invention relates to an apparatus structure of a sterilizing and detoxicating apparatus which covers the contaminated surface of a detoxicating target with a sealed and flexible packing cover and injects reactive gas therein in order to efficiently remove toxic and harmful substances. More specifically, a plasma generation apparatus fixed to the packing cover generates plasma gas including active radicals, and injects the gas into the packing cover.
