The present invention relates to a muscle exercise and massage chair including a chair frame where two side frames that correspond to each other and have legs are provided apart from each other and multiple connection frames are integrally connected between the side frames； a chair seat where a hip portion of a user can be supported for sitting on an upper side of the chair frame, a pivoting plate being formed in a tip end portion to be pivotably coupled with a hinge coupling portion which is formed on a front side of the chair frame and the chair seat being elastically provided so that the hip portion of the user can be easily lifted by a first elastic member which is provided on a lower side of a back end portion for standing exercise repetition； a side arm that is provided on both sides of the chair frame to be pivotable toward the chair seat side, is elastically provided toward the chair seat side by a second elastic member which is connected to the chair frame, and has a first massage roller formed in an end portion for user waist massage； and a backrest that is provided on a back side of the chair frame, multiple second massage rollers being disposed to be arranged in a vertical direction so that a back portion of the user can be massaged through user standing exercise. According to the present invention, a chair seat elastic operation allows the user to repeat his or her voluntary standing operation with ease. Accordingly, muscle exercise of the lower half of the body such as the femoral region and the lower leg can be performed along with muscle exercise of the upper half of the body such as the abdomen and the hip portion.
