The objective is to realize an absorption through a charged particle beam transporting system of difference in emittance occurred when irradiation is conducted by a belated bringing-out from a synchrotron, and a beam size with a small rotation dependency by an isocenter. Charged particle beam transporting system (59) according to the present invention is characterized by that its static transporting portion (61) is constituted by having a phase of phase-space distribution of charged particle beam (31) upon an entrance of rotary deviation portion (60) rotating about gantry rotary axis (15) of a rotary gantry become a phase determined in accordance with a calculation based upon an average value of a first phase advance and a second phase advance.
