The present invention relates to a seedling raising device using a heat radiating sheet and a seedling raising method using the same. The present invention is to provide a seedling raising device able to provide conditions for germination or raising seedlings according to crops, and to raise seedlings at any location without spatial restrictions by providing a seedling raising device having a heating radiating part, a seedbed in which crops are planted for germination or raising seedlings, and a cover. The present invention is characterized in that the seedling raising device for germinating crops planted on the seedbed or raising seedlings thereof comprises a heat radiating part (10) radiating heat； at least one seedbed (20) planted with crops and to be laminated； and a cover (30) covering the seedbed (20) to prevent the loss of the heat radiated from the heat radiating part (10) to form a germination or a seedling raising condition of plants.
