A multi-staged device for enriching oxygen content in water includes an electricity-powered waterwheel, an agglomeration water drop atomization device, a wind-powered oxygen enriching device, and a turn device, in which the agglomeration water drop atomization device receives agglomeration water drops generated by the electricity-powered waterwheel flapping on the water surface and atomizes the agglomeration water drops through a rotation mechanism for increasing the contact area between the water drops and air and enriching oxygen content in water. The agglomeration water drop atomization device and the wind-powered oxygen enriching device are each connected to a water intake mechanism. The water intake mechanisms directly draws water to the air, allowing the water drops to descend slowly for increasing the oxygen content of water, while saving the use of electricity.
