A card for inserting into a sleeve comprising a base panel 140 to form a first blister, a hinged locking panel 120, a second panel 142 hinged to the base panel forming a second blister, where a lidding film 145 seals both blisters, and in flat configuration, the lidding film forms an outwardly opposed surface to the base panel. Preferably, the base panel is a thermoformed plastic. Preferably, the second panel is on an opposing edge to the locking panel, or is on a longitudinal 132 edge perpendicular the locking panel. Preferably, a spine panel extends between the base and second panel. Preferably, the panels are folded with the lidding film facing inward, or alternatively outward, with the blisters being intercalated. Preferably, the sleeve comprises a release button to disengage locking panel. Preferably locking panel comprises stiffening embossment or debossment. Preferably, hinge is formed by weakened line, groove or perforations.
