Provided is a solid type cosmetic composition which has excellent stability for passing of the time by containing polyethylene, at least one of paraffin or mineral wax and an oil-absorptive powder and excellent cleansing effect on make-up, is easily and rapidly rinsed by containing a non-ionic surfactant and an anionic surfactant, and is able to be used for massage due to excellent feeling of use. The washable type cosmetic composition comprises 4-10 wt.% of polyethylene and at least one of paraffin or mineral wax, 0.5-10 wt.% of an oil-absorptive powder such as silica powder and aryl methacrylate crosspolymer, 20-90 wt.% of a liquid phase oil including mineral oil such as castor oil, olive oil, avocado oil, palm oil, sunflower oil, caprylic/capric triglyceride, isopropyl palmitate, octyldodecyl myristate, cetyl 2-ethylhexanoate, isopropyl stearate, trioctanoin, triethylhexanoin, diethoxyethyl succinate, octyl succinate, neopentyl glycol dicaprate, octydodecyl myristate, isostearyl isostearate and isononyl isononanoate, 1-20 wt.% of a non-ionic surfactant such as PEG-30 sorbitan tetraoleate, PEG-30 sorbitan tetraisostearate, and PEG-20 glyceryl triisostearate, and 0.01-5 wt.% of an anionic surfactant such as sodium stearoyl glutamate and sodium oles-7 phosphate.본 발명은 폴리에틸렌과 1종 이상의 파라핀 또는 미네랄 왁스, 흡유성 분체, 미네랄 오일을 포함한 액상 오일, 비이온성 계면활성제, 및 음이온성 계면활성제를 유효성분으로 포함하는 워셔블 타입의 클렌징 또는 마사지가 가능한 화장료 조성물에 관한 것이다.
