PROBLEM TO BE SOLVED: To provide a method of manufacturing an emboss sheet having uneven patterns on both surfaces.SOLUTION: An emboss sheet 2 having uneven patterns on both surfaces of a sheet member 1 is manufactured by using an emboss processing device 100 provided with a first emboss processing part 10 and a second emboss processing part 20. Arrangement of the first emboss processing part 10 and the second emboss processing part 20 is set so that the sheet member 1 introduced in the emboss processing part 10 passes while abutting on an outer circumferential surface of a first holding roll 13 and forming a holding angle more than 90°, and the sheet member 1 passing through the first emboss processing part 10 is introduced to the second emboss processing part 20, and the sheet member 1 introduced in the second emboss processing part 20 passes while abutting on an outer circumferential surface of a second holding roll 23 and forming a holding angle more than 90°.
