The travel control device includes: a skill level acquisition section which acquires a skill level on automatic driving of a vehicle occupant； and a control section which controls the automatic driving travel of the vehicle by a control state which is any one of the plurality of control states on the basis of the peripheral environment of the vehicle detected by a detection section.
