The present invention relates to dry delivery system comprising a xerogel or film with applied active ingredients for topical active ingredient delivery or other purposes. Said delivery system are obtainable by a method according to the invention. The present invention also provides for methods for achieving defined localization of stable or unstable active substances on dry xerogels or films, which can be reconstituted into hydrogels. From the obtained delivery systems, the active substances are released with advantageous release kinetics. Figure 1 is the representative figure.
