The present invention relates to an apparatus for preparing a water-in-oil type cosmetic composition and a method for preparing a water-in-oil type cosmetic composition using the same. The apparatus comprises: an oil-soluble raw material dispersing tank for dispersing an oil-soluble raw material； a water-soluble raw material dispersing tank for dispersing a water-soluble raw material； a transferring pipe for transferring the water-soluble raw material from the water-soluble raw material dispersing tank to the oil-soluble raw material dispersing tank； and a water-soluble raw material feeding pump for transferring the water-soluble raw material through the transfer pipe at a constant rate. According to the present invention, a constant quantity of water-soluble raw material is transferred to the oil-soluble raw material dispersing tank at a constant rate by using the water-soluble raw material feeding pump, thereby increasing the moisture content in the cosmetic composition and improving the emulsification stability.본 발명은 유중수형 화장료 조성물의 제조장치 및 이를 이용한 제조방법에 관한 것으로, 유용성 원료를 분산시키는 유용성 원료 분산탱크, 수용성 원료를 분산시키는 수용성 원료 분산탱크, 상기 수용성 원료 분산탱크로부터 수용성 원료를 유용성 원료 분산탱크로 이송하기 위한 이송관 및 상기 이송관을 통해 수용성 원료를 정속으로 이송하는 수용성 원료 투입펌프로 구성됨을 특징으로 한다.따라서, 본 발명에 따른 유중수형 화장료 조성물은 수용성 원료 투입펌프를 이용함으로써 수용성 원료를 정속 및 정량으로 유용성 원료 분산탱크로 이송하여 화장료 조성물 내의 수분 함량을 증가시키는 동시에 유화 안정도를 향상시킬 수 있다.
