An emulsion is obtained from emulsion polymerization of a mixture (a total of components (a) and (b) is 100 wt%) of (a) 1-50 wt% of triorganosiloxysilicic acid and (b) 50-99 wt% of an ethylenically unsaturated monomer in the presence of (c) at least one emulsion stabilizer selected from an anionic surfactant, nonionic surfactant or polyvinyl alcohol. The emulsion of the present invention, when used to formulate a cosmetic composition, can prevent the makeup from sliding off since a film after drying has water resistance, oil resistance and toughness, and can be easily washed with a weakly alkaline component, such as soap.
