Provided is a method for forming a good fibrous coating on a target surface even in a high-humidity environment when electrostatically spraying is performed directly on the target surface such as skin.A composition for forming a coating of fibers on a target object by electrostatic spraying, comprising the following components (a), (b), (c) and (d) :(a) 1 mass% or more and 45 mass% or less of a polymer having a film-forming ability；(b) 45 mass% to 95 mass% of one or more volatile substances selected from the group consisting of an alcohol and a ketone；(c) a conductivity controlling agent to control the conductivity of the composition to 8 µS/cm or more and 300 µS/cm or less； and(d) 0.2 mass% or more and 25 mass% or less of water.
