The present invention relates to a plant extract which has activities of anti-oxidation, and alleviation of wrinkle and inflammation, and to a cosmetic composition comprising and the extract. The cosmetic composition comprises the steps of: manufacturing speedwell or mullein extracts； and checking antioxidant activity, collagen synthesis ability, and nitric oxide inhibition activity of each extract. According to the present invention, the speedwell or mullein extracts run parallel with ultrasound sonication when manufacturing the extracts, thereby having excellent antioxidant activity and collagen synthesis and being effective in inhibiting inflammation.본 발명은 항산화, 주름 및 염증 개선활성이 있는 식물 추출물 및 그 추출물을 유효성분으로 함유하는 화장료 조성물에 관한 것으로 스피드웰 또는 멀레인 추출물을 제조하는 단계와； 상기 추출물들을 각각 항산화활성, 콜라겐 합성능, Nitric Oxide 저해활성을 확인하는 단계로 구성되며 본 발명에 따른 스피드웰 또는 멀레인 추출물은 상기 추출물 제조에 초음파 추출법을 병행함으로써 항산화활성 및 콜라겐 합성이 우수할 뿐만 아니라 염증 저해에 뛰어난 효과가 있다.
