PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition which is excellent in non-stickiness, in inhibitory effect of transepidermal water loss (TEWL), and in temporal stability in low temperature.SOLUTION: The invention provides an oil-in-water emulsion composition containing the following component (a)-(c): (a) propylene polymer with a weight average molecular weight of 25000-100000, and with a melting point of 60-100°C； (b) hydrocarbon oil with a melting point of less than 60°C； (c) ester oil which is a paste at 25°C.
