PROBLEM TO BE SOLVED: To provide an external preparation for skin and skin barrier function improving agent which is excellent in barrier function and can inhibit the decrease of the barrier function.SOLUTION: The external preparation for skin or skin barrier function improving agent according to the invention has an internal phase of an oil phase and an external phase of an aqueous phase and is an O/W emulsion type containing a closed endoplasmic reticulum formed from an amphiphilic agent which spontaneously forms the closed endoplasmic reticulum.
