A tortilla forming apparatus according to the present invention enables the first roller to have a higher surface energy than the second roller by allowing a flatly extruded tortilla dough sheet to come out from a gap between a first roller and a second roller that are disposed and rotated side by side to discharge the extruded tortilla dough sheet in a state that an extruded tortilla dough sheet is adhered to the outer circumferential surface of the first roller. Further, a tortilla forming apparatus according to the present invention includes: a cutting roller (40) which has a knife blade (43) having a shape corresponding to an outer shape of tortilla, in which the knife blade is movable between a contact position of the knife blade with a first roller (10) and a spaced position of the knife blade from the first roller, and in which the knife blade cuts a tortilla dough sheet (TS) while the knife blade is being rotated in a state that the knife blade is interlocked with rotation of the first roller when the knife blade comes in contact with the first roller； a plate-shaped scraper (38) of which one end portion is in contact with an outer circumferential surface of the first roller to detach a formed tortilla from the first roller； a spring (60) which provides an elastic pressurizing force to a cutting roller in a direction that is spaced apart from the first roller； and a cutting roller spacing unit which spaces apart the cutting roller from the first roller.
