The present invention relates to a conductive silicon sheet manufactured by mixing a silicon resin, a conductive material, a curing agent, and a flame retardant. The silicon resin comprises: a room temperature curable silicon gel resin in two component type； and a thermally curable silicon adhesive resin in one component type. The conductive material is a mixture of at least one or two from carbon black, a carbon nanotube, silver, aluminum, copper, gold, platinum, zinc, titanium, and palladium. The conductive material is in the form of powder and is applied on the silicone resin by electrospinning to coat the silicon resin. According to the present invention, the conductive sheet can activate response of a human body by electric stimuli on an area to which the stimuli are applied.
