A device to transmit light energy to the area under the ventral surface of the tongue. This is a non-invasive way to conduct light into the area under the tongue and this invention includes: a under-the-tongue device which maybe placed under the tongue. The device has at least one light-transmitting element.This element has one end to intake the light and the other end to emit it. The intake end can be outside of the oral cavity so that it can conduct the energy of the light towards the emitting end. The emitting end is on the outer surface of the device. The energy of light can be discharged from the emitting end and this energy can be transmitted through the intake end.
