PROBLEM TO BE SOLVED: To provide a hair restorer for scalp which can be suitable for continuous daily use, having an excellent restorable effect from mulberry bark extract.SOLUTION: A hair restorer for scalp contains an effluent obtained by extracting an extract from mulberry bark with ethanol, hydrous ethanol, methanol, hydrous methanol, acetone, or hydrous acetone dissolving the extract concerned in hydrous ethanol with ethanol concentration of 63-67% to allow synthetic adsorption resin which consists of styrene divinylbenzene copolymer having no ion exchange group and which has a porous structure with pores having a most frequent radius of 50-500 &angst to adsorb and eluting the adsorbing component concerned in ethanol or hydrous ethanol with ethanol concentration of 90% or more.
