PROBLEM TO BE SOLVED: To develop a cooling method and the like having high cooling effects and substantivity.SOLUTION: The cooling device and cooling method are characterized in incorporating Peltier element in a cooling sheet for improving cooling efficiency. The cooling device according to the present invention: cools a surface coming into contact with a human body surface using characteristics of Peltier element transmits heat of one surface to a water absorptive polymer or the like radiates heat by gasification and enables efficient and sustained cooling of a target site.
