PROBLEM TO BE SOLVED: To improve hair deforming effect, with respect to the deformation of a hair shape, even when a first agent for hair deformation is 7.0 or less in pH.SOLUTION: A first agent for hair deformation contains a reducer, and a normal salt of a strong acid and a strong base, and is 7.0 or less in pH.
