PROBLEM TO BE SOLVED: To provide a countermeasure system against damage by birds or animals capable of automatically and efficiently driving away birds or animals without causing the birds or animals to be accustomed to a threat according to kinds of birds or animals so as to suppress the damage to crops by the birds or animals.SOLUTION: When a moving body is detected by a sensor, an image taken by a monitoring camera, and a time and date when imaging of a bird or an animal is started and ended are transmitted to a management server. The management server refers to a bird and animal determination table, refers to a driving away pattern table if it is determined that the transmitted image is of a bird or an animal, selects a driving away pattern based on the kind of the bird or the animal, and the time and date when imaging of the bird or the animal is started and ended, and transmits the information on the selected driving away pattern to a countermeasure device against birds or animals.
