Disclosed are a dispenser (1) and a method for dispensing particulate matter, such as ground coffee beans. The disclosure notes that coffee beans contain natural oils which cause ground coffee to have a sticky characteristic when the coffee beans are heavily roasted or finely ground. The sticky characteristic results in difficulties such as tamping of a basket of a Moka pot when brewing coffee. The dispenser (1) includes a hopper (2) a coupling an aperture and a stirrer (12). The coupling allows attachment of the hopper (1), either directly or indirectly, to a receptacle. The aperture moves between an open position and a closed position to allow or prevent the flow of the particulate matter between the hopper (1) and the receptacle. The stirrer (12) includes a plurality of spokes (16) and is housed in the hopper (1). The stirrer (12) moves in a substantially vertical and rotational manner within the hopper (1).
