Disclosed is a multilayer dressing for treating tissue using negative pressure, instillation, or both. According to some embodiments, the first layer may be formed of a reticulated foam having a series of holes. The second layer disposed adjacent to the first layer may be formed of a perforated polymer. The dressing material may optionally include a third layer formed of a soft polymer such as silicone gel. The third layer can also have perforations or openings. The third layer is generally oriented facing the tissue site and the third layer is disposed adjacent to the first layer such that the first layer lies between the third layer and the first layer.
