PROBLEM TO BE SOLVED: To provide a device which enables high thermal insulation material to be wound and spread and can tow it a long distance at a constant force.SOLUTION: Provided is a device in which a tape or cord 2 of a case 1 is made to pass through a plurality of rollers 4 attached to weights 3 and through plural rollers 5 at the upper part of the case so that the end part of the cord 2 has a constant towing force for towing until several times as long as a distance L between the roller 4 attached to the weight 3 and the roller 5 at the upper part of the case.【課題】高断熱資材の巻き取りや展張を可能とする長い距離を一定の力でけん引することのできる装置を提供する。【解決手段】ケース１の中のテープまたは紐２をウェイト３に取り付けた複数のローラー４とケース上部の複数のローラ５の間を通すことにより、テープ２の先端部がウェイト３に取り付けたローラー４とケース上部のローラ５の間の距離Ｌの数倍の長さまで一定のけん引力を有するようにした装置とする。【選択図】図１
