The nucleus pulposus disc implant includes a fillable inner enclosure and a fillable outer enclosure. After insertion into the enucleated disc space, the inner enclosure is filled with fluid and the fillable outer enclosure is filled with a curable material. Curing the curable material and removing fluid from the inner enclosure leaves an inner enclosure surrounded by the cured outer enclosure. A reinforcing band may be provided around the nucleus pulposus disc implant.
