Nuclear disk implants include an inner fillable enclosure and an outer fillable enclosure. After being inserted into the enucleated disk space, the inner fillable enclosure is filled with fluid and the outer fillable enclosure is filled with a hardenable material. The curable material is cured and the fluid is removed from the inner inclusion leaving an inner inclusion surrounded by a hardened outer inclusion. A reinforcement band may be provided around the nuclear disk implant.
