PURPOSE: A cosmetic composition of a water-in-oil-in-water type multiple emulsion phase is provided to firmly maintain the phase using an anionic surfactant and to improve the delivery of water soluble active ingredients and useful ingredients into the skin. CONSTITUTION: A cosmetic composition of a water-in-oil-in-water type multiple emulsion phase comprises: a first aqueous phase part containing a water soluble active ingredient； an oil phase part containing a first aqueous phase part and useful ingredients； and a second aqueous phase part containing an oil phase part and an anionic surfactant on the boundary with the oil phase part. A method for manufacturing the cosmetic composition comprises the steps of: preparing the first aqueous phase part； preparing the oil phase part； mixing the first aqueous phase part and the oil phase part and forming first aqueous phase part particles containing the water soluble active ingredient to prepare a water-in-oil type emulsion phase； preparing the second aqueous phase part containing the anionic surfactant； and mixing the second aqueous phase part with the water-in-oil type emulsion phase to prepare a cosmetic material of a water-in-oil-in-water multiple emulsion phase.본 발명은 (a) 수용성 유효성분을 포함하는 제1수상부(water phase), (b) 상기 제1수상부와 유용성 유효성분을 포함하는 유상부(oil phase) 및 (c) 상기 유상부를 포함하고 상기 유상부와의 상 경계면에 음이온성 계면활성제(anionic surfactant)가 존재하는 제2수상부를 포함하는 수중유중수형 다중에멀젼 상(water in oil in water type multiple emulsion phase) 화장료 조성물 및 이의 제조방법을 제공한다. 본 발명은 음이온성 계면활성제가 제1수상부를 포함하는 유상부에 전하를 가하여 강력한 입장장해 효과를 나타냄으로써 수중유중수형 다중에멀젼 상을 견고히 유지시키고, 이를 통하여 제1수상부에 포함된 수용성 유효성분들과 유상부에 포함된 유용성 유효성분들을 피부 속으로의 전달을 향상시킬 뿐 만 아니라 외부 공기나 래디칼로부터 보호할 수 있는 효과를 발휘한다. 또한, 본 발명은 로션, 에센스 및 크림과 같은 다양한 화장료 제조에 이용될 수 있을 뿐 만 아니라 약리활성성분들의 전달(drug delivery system)을 이용하는 약학적 분야에 응용이 될 수 있는 장점을 가진다.
