Provided is an apparatus for producing hydrogen-containing liquid including: a hydrogen generating agent (11) that reacts with water to generate hydrogen gas； a capsule (20) for containing the hydrogen generating agent and discharging the internally generated hydrogen gas to the outside； and a container (30) for containing a liquid (L) to be added with the hydrogen gas generated inside the capsule, and in which the ratio (V/W) of the volume (V ml) of the capsule to the weight (Wg) of the hydrogen generating agent is set at 11.4 or less, more preferably 8.2 or less.
