PROBLEM TO BE SOLVED: To provide an image reading report creation device and an image reading report display device that can learn an image reading process from an observation of an image reading report, and that can contribute to determination of adequacy of the observation.SOLUTION: A grouping unit groups a series of screen operations performed through an input IF circuit into a series of screen operation groups on the basis of a detected switching operation, and groups a series of observation input operations performed through the input IF circuit into a series of observation input operation groups.
