The present invention relates to a biodegradable, super-porous hydrogel comprising the steps of: a) preparing a water-soluble sulfated starch； b) introducing a vinyl group into the water soluble sulfated starch； And c) crosslinking the water-soluble sulfated starch to which the vinyl group has been introduced by a gas blowing method to prepare a porous supporter hydrogel having voids.
