The present invention relates to an apparatus for manufacturing an ozone ointment by reacting a natural oil product with ozone without side effects and a method for manufacturing the ozone ointment manufactured by the apparatus. A multi-bubble generating device for maximizing contact of olive oil and ozone is provided. A low temperature environment, in which the oil and ozone can be solidified in a semi-solid state, not having ozone in the oil as bubbles, by generating fine multi-bubbles without an extra agitator for reaction of the oil and ozone, is also provided.본 발명은 천연오일 제품을 오존과 반응시켜 부작용이 없는 오존연고를 제조하는 장치 및 그 장치에 의해 제조되는 연고제조 방법에 관한 것이다. 올리브오일과 오존의 접촉을 극대화하기 위한 다중 버블 발생장치를 제시하며, 오존과 오일의 반응을 위하여 별도의 교반기가 필요없이, 미세한 다중 버블을 발생시켜, 기포 자체로 오일에 오존이 존재하는 것이 아닌 오일과 오존이 반고체 상태로 응고될 수 있는 저온 환경을 제시하는 것을 특징으로 한다.
