PROBLEM TO BE SOLVED: To provide a stable composition, preferably in a state of an emulsion which has an external appearance that is transparent or slightly translucent even when a plant extract is blended with the composition, and more particularly a stable cosmetic composition.SOLUTION: A composition that is preferably in a state of an emulsion, more preferably a nano-emulsion or a micro-emulsion, and particularly a cosmetic composition comprises: (a) at least one oil (b) at least one polyglyceryl fatty acid ester which includes a polyglyceryl part derived from 2 to 6 kinds of glycerin (c) at least one taurate anionic surfactant (d) at least one amino acid anionic surfactant (e) at least one plant extract and (f) water.
