The present disclosure relates to a cutting tool (100) that includes an outertubular member (101) having a first magnet (110) and an inner tubular member (103)having a second magnet (I'll) wherein the inner tubular member" (103)is slidably disposed within the outer tubular member (101). A force, such as anattractive or opposing force, is created between the first magnet (110) and thesecond magnet (111). The attractive or opposing force creates a preload forcebetween the inner tubular member (103) and the outer tubular member (101) or a-hand piece that is engaged with the inner tubular member (103). Other cuttingtools and a method of creating a force between an inner' and outer tubularmember are also disclosed.
