The present invention relates to a nanoemulsion comprising an oil layer containing an imidazoquinoline-based toll-like receptor 7 or 8 agonist and an oil, and its use in adjuvants and vaccines. It is possible to provide a vaccine adjuvant in the form of a nanoemulsion, which can be dissolved in oil using a dispersion mediator and the oil solution can be easily and reproducibly dispersed in water.
